BHUBANESWAR : Even after two decades of pilot launching and 10 years of project implementation, the computerisation of land records (CLR) programme is incomplete in many blocks and land records are issued manually.
Though the pilot project was launched in Mayurbhanj district in 1989-90 and the Orissa Computer Application Centre (OCAC) was the implementing agency, the CLR programme was completed in 2007 involving an additional expenditure of Rs 50 lakh. Operationalisation of the CLR was delayed by three years due to deficiencies in the NIC software.
The National Informatics Centre (NIC) developed a land record application software called ‘BHULEKH’ with the help of MSSQL. However, the software suffered from deficiencies like inadequate system design and input, validation and security controls.
As CLR is fully Central funded, the Central guideline stipulated development of land record application system with four important modules - the record of right (RoR) certified copy module, mutation module for correction and generation of RoR, miscellaneous certificate module and query module for retrieving various informations.
On verification of records of tehsil, the Comptroller and Auditor General (CAG) said in Dhenkanal tehsil traditional manual procedure was still in vogue even after installation of online module. Certified copies of RoR were numbered manually.
Similar is the case in mutation module in 39 tehsils. The miscellaneous certificate module has the provision to generate only caste certificates and residential certificates but did not have provisions for generating caste certificates for socially and educationally backward classes (SEBC) and other certificates for legal heir, income and insolvency.
The CLR project consists of three major components - computerisation of land records, digitisation of cadastral maps and up-linking. The objective of uplinking is to build an extensive land information network from tehsil to the State headquarters via sub-division and district.
However, record verification of 22 districts revealed that the uplinking programme has remained incomplete in the KBK districts of Samabalpur, Balangir, Kalahandi, Rayagada, Nabarangapur and Koraput.
The CAG has further reported that the programme had not started in Puri, Jajpur and Nuapada districts till July 2008.
The Centre had sanctioned Rs 1.21 crore for digitisation of cadastral maps on pilot basis in four tehsils of Narsingpur, Salepur, Koraput and Raygada. Though the project was taken up in 1999 it remained incomplete till July 2008. |
